This is not a condemnation of the wealthy, rather it is Christ dealing with the true nature of the man's heart. The man, seeking validation of what he feels has been a true life of righteousness, has yet to be obedient in that thing, for him, that truly matters. He kept all the commandments outwardly, but inwardly there was still something holding him back, his love of his wealth.
