This is the call to salvation, to repent, be baptised, and allow God to fill you with the Holy Spirit. It applies today, just as it did 2000 years ago. There is proof of the in dwelling of the Holy Spirit, see Acts 2:4 and Acts 10:44-46.

Here the salvation of Christ is demonstrated. As we read in 1 Corinthians 14:22; tongues are a sign to the unbeliever. All men have some doubt before they receive the Holy Spirit. Afterwards to prophecy is better, as it edifies The Church; tongues is to demonstrate that the spirit is making intercession (i.e. communicating) with God, for us.
On the day of Pentecost, people round about required proof this was the manifestation of Gods/Jesus promises of 'new tongues'; therefore it was required that at least some of the languages (spoken words / manifestation of the spirit making intercession) be understood by the people. That in itself is a miracle.
