The one giving the terrible pronouncements is not the troubler. The one who is creating the godless situation is. Speaking the judgments of God on a situation does not make the speaker responsible, even if God acts as he speaks.

The man is lying about what God told him, but not about being a prophet. And the man who is deceived, not the deciever, is punished by God in the story.
