This is a command, not a request. God is telling us that we have nothing to fear, so we should, "Be strong and of a good courage...". Psalms 23 says, "Yea thou I walk through the valley of the shadow of death I will fear no evil...". God didn't give us a spirit of fear and expects us to stand strong, because he is with us wherever we go.

The Lord asks us to have unwavering faith, which was not even exhibited by some of his disciples. They saw him and the many miracles that he performed and they still did not believe. So, our belief will bring us blessings, as the verse says.
"But these are written, that ye might believe that Jesus is the Christ, the Son of God." John 20:31
