2 Peter 3:9
9The Lord is not slow in keeping his promise, as some understand slowness. He is patient with you, not wanting anyone to perish, but everyone to come to repentance.
On the premise that the Bible does not contradict itself, known as the "Harmony of Scripture", in light of Ezekiel 18:32 and 33:11, it can fairly be said that this passage of Scripture refers to all sinners, for whom Christ died. The Gospel message is God's call to fallen humanity, to believe and repent unto eternal life.

John 6:63
63The Spirit gives life; the flesh counts for nothing. The words I have spoken to you are spiritOr Spirit and they are life.
It is truly the Spirit that gives life, but this verse is frequently used to support the doctrine of regeneration before faith, which is invalid. To maintain that the Bible teaches salvation before faith is sheer heresy.

Mark 4:11
11He told them, “The secret of the kingdom of God has been given to you. But to those on the outside everything is said in parables
Jesus was speaking to His group of disciples, to whom the Kingdom was being revealed. The fullness of His message had not been revealed to everyone and would not be revealed to those who heard and did not believe His message.

John 6:65
65He went on to say, “This is why I told you that no one can come to me unless the Father has enabled him.”
To come unto Christ is granted to them that believe. Those who walked away had rejected the message and left in unbelief. Those who heard and believed remained with the Lord.

John 5:40
40yet you refuse to come to me to have life.
Read the entire chapter-- Jesus is speaking to the religious leaders (the Jews), the Scribes and Pharisees, who had heard and rejected His message and were responsible for His trial and crucifixion. This passage is not an illustration of total depravity, but of one's freedom to hear the Gospel and believe or disbelieve as a result.

Romans 9:9-11
9For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”Gen. 18:10,14
This passage has to do with a historic event of election to God's service and has nothing to do with anyone's eternal salvation.
