In the bible, the comparision of a good leader and a sheperd is often made. The fact that David was a sheperd, shows that the Lord had been training him for his new position as king of Israel. David is not to be publicly anointed until later in 2 Samuel 2:4, 5:3, because Saul is still legally king.
The anointing oil poured over the head of David signifies that he is set apart for God's service, because only the High Priest and each king was anointed with oil.
